Yvonne Mulenga
Chief Executive Officer

Yvonne Mulenga is Chief Executive Officer for Project Concern Zambia. Under Ms. Mulenga’s leadership, Project Concern Zambia successfully transitioned from Global Communities in 2019 as a fully independent local entity and immediately became one of the first recipients of USAID funding in sub–Saharan Africa under the New Partnership Initiative Program. Ms. Mulenga is leading a team of close to 65 staff and three indigenous NGOs to implement a five-year USAID funded child-and adolescent focused HIV/AIDS epidemic control program. Since 2000, her program management experience has spanned the fields of HIV/AIDS, maternal, newborn, and child health (MNCH), nutrition, laboratory and supply chain management strengthening, cervical cancer screening, and orphans and vulnerable children (OVC). Her interest is in advancing evidence-based approaches and the development of sustainable community health and social systems to achieve and sustain HIV epidemic control in Zambia. Her commitment and passion to achieve HIV epidemic control and address co-morbidities such as HIV/cervical cancer has seen her serve as co-investigator and country coordinator on several implementation studies. She has also served as Country Manager for Valid International and Country Coordinator for the World Health Organization (WHO) and Center for Disease Control (CDC) Foundation funded study on improving data for decision making in cervical cancer programming (IDCCP). She has a bachelor’s in public health from the University of East London and a Master of Public Health (MPH) from the University of Essex, United Kingdom.

Coretta Mukelabai
Strategic Information Director

Coretta Mukelabai has over fifteen years of experience supporting and leading the design, development and implementation of project monitoring and evaluation plans and systems. She has experience designing and implementing MEL Systems in HIV, Health, Livelihood Security/Agriculture, Education, Water & Sanitation, Disaster Risk Reduction (DRR) and Orphan and Vulnerable Children (OVC) programs. She holds a Master of Science in Public Health, Bachelor of Arts in Development Studies and a Bachelor of Science in Natural Resources Management. In her current role as Strategic Information Director for Project Concern Zambia, Ms. Mukelabai leads all M&E related operations for Project Concern Zambia, including oversight and management of M&E staff. Ms. Mukelabai brings experience managing several USG-funded programs, including United States Agency for International Development (USAID), Department of Defense and the US Centers for Disease Control and Prevention (CDC).

Victor Malubwa
Deputy Chief of Party - ECAP II

Mr. Mulubwa is a pharmacist/public health expert with over 24 years of technical expertise and experience in the management, planning, and provision of specialized technical assistance necessary for the achievement of program results at Primary Health Care (PHC), as well as hospital level and logistics management. He is highly skilled and experienced professional with a proven track record in leading complex donor-funded projects as a Deputy Chief of Party in Zambia, demonstrating exceptional technical expertise in health, strong project management skills, and proven ability to build effective partnerships with government agencies, NGOs, and local communities. He has experience in strengthening the capacity of community-based organizations (CBOs) and Non-Governmental Organizations (NGOs) that collaborates with the Government Republic of Zambia (GRZ) and the private sector to reach vulnerable and hard-to-reach sub populations, including children, adolescents, women, men including at-risk active-duty military personnel with evidence-based interventions to address their health needs and make them resilient to overcome hunger and hardship. Mr. Mulubwa transitioned from PCI and brings over 24 years’ experience designing and managing multi-year USG funded OVC, HIV/AIDS, nutrition and MNCH programs in Zambia. He has experience in healthcare management and project management, as well as experience in data analysis and utilizing data for decision-making and course correction. Through experience managing and implementing PEPFAR-funded programs, he has a thorough understanding of HIV management and orphans and vulnerable children (OVC) with a focus on HIV pediatric and adolescent care. Mr. Mulubwa brings professional excellence, proven leadership and management abilities, excellent team building and communication skills, and strong cross- cultural and interpersonal skills. He has strong abilities to work with other partners involved in the provision of healthcare, including experience engaging the host Government and other key stakeholders, including the private sector, to foster a unified response to health challenges. He has a demonstrated ability to develop innovative strategies to improve program performance. His expertise includes project start-up, strategic planning, work-plan development, budgeting, project implementation, advocacy, data analysis, M&E system development, HIV commodity management, health system strengthening, proposal writing and report writing. Mr. Mulubwa also worked with the Defense Forces of Zambia to strengthen laboratory quality management systems and HIV commodity supply chain management systems in 45 primary health centers. Through this program, primary health centers’ systems were strengthened to ensure reliability and accuracy of HIV diagnostic and related tests including viral load, CD 4 count, hematology, chemistry, and TB testing. He also supported the development of an automated supply chain management system in over 45 primary health centers so that they can provide an uninterrupted supply of lifesaving HIV/AIDS treatment and prophylactic drugs to PLHIV. Key skills include project management, stakeholder engagement, team leadership, budget management, monitoring & evaluation (M&E), report writing, USAID compliance community mobilization, and cross-cultural communication.

Dr. Luunga Ziko
Program Director

Dr. Luunga Mandla Ziko, a highly accomplished public health professional, has extensive experience in infectious diseases such as tuberculosis control, and HIV/AIDS management. As the Program Director at Project Concern Zambia, Dr. Ziko brings a strong track record of leadership and expertise to his role.

Dr. Ziko mentored healthcare providers nationwide and actively participated in national technical working groups focused on HIV, TB, and COVID-19. He contributed to the development of national guidelines and policies, ensuring the implementation of best practices. Dr. Ziko’s scholarly contributions have been recognized through his publications in peer-reviewed journals. He shares his insights and expertise with the global public health community, advancing knowledge in the area.

Dr. Ziko holds a Bachelor of Medicine and Surgery, as well as a Master of Medicine in Internal Medicine and Infectious Diseases, both from the University of Zambia. Additionally, he has obtained a Professional Diploma in Tropical Medicine and Hygiene from the London School of Hygiene and Tropical Medicine. With his extensive background and leadership experience, he continues to make significant contributions to improving health outcomes and strengthening health systems in Zambia and beyond.

Darius Simbeye
Senior Program Manager

A Biomedical and Public Health Scientist with 26 years of experience in HIV programming, systems strengthening and clinical diagnostics. Professional experience is centred around program management, project operations, health promotion, HIV care and treatment as well as clinical diagnostics. During the 26 years of practice, the first 5 years were at Program Officer level, 3 years supervisory level and 18 years at Senior Management level. In these roles, the core responsibilities focussed on action planning, health systems strengthening, technical support, as well as program management and have managed program implementation under three different US Agencies which include Centres for Disease Prevention and Control (CDC), Department of Defence (DOD) and USAID.

I am a finance, Audit and Grant Management professional with 20 years of experience. Worked in Zambia, Zimbabwe, US and Canada. A Chartered Accountant with a Master of Business Administration from the Edinburgh Business School Herriot Watt University Scotland, Fellow of the Zambia Institute of Chartered Accountants (ZICA) and Fellow of the Association of Chartered Certified Accountants (ACCA) UK, with a diploma from the Association of Accounting Technicians UK.
