ECAP II: Empowered Children and Adolescents Program

In 2020, PCZ was awarded the groundbreaking Empowered Children and Adolescents Program II (ECAP II) grant. In March 2025, the ECAP II program was transitioned to the State Department under the United States Embassy in Zambia, Health Coordination Office.

PCZ, as the prime partner on ECAP II, leads the implementation of the project in 12 districts across Central and Southern Provinces. The program is delivered through uniquely qualified local partner organizations, including Bwafwano Integrated Services Organization (BISO) and the Zambia Conference of Catholic Bishops (ZCCB), which serve as service delivery partners.

BlueCode Systems serves as the Information Communication Technology (ICT) partner and is responsible for developing, refining, and maintaining the electronic Case Management System, as well as supporting its subsequent transition to the Ministry of Health.

Through ECAP II, PCZ is currently reaching 104,563 vulnerable children and adolescents (VCA) and caregivers including 4,172 Children, Adolescents, and their caregivers Living with HIV and 5,049 children and adolescents at elevated risk of acquiring HIV. The ECAP II program is aimed at improving the resilience and health outcomes among VCA via a sustained, locally led comprehensive case management service delivery project at household, facility, and community levels focusing on health, with a particular focus on HIV/AIDS, tuberculosis (TB), malaria and other infectious diseases. The program is also aimed at addressing the socioeconomic determinants of health through linkage to local Government Social Protection and livelihood programs.
